In a move that has sparked both praise and curiosity, the state of Odisha has abolished a long-standing requirement for individual No Objection Certificates (NOCs) for its employees seeking career opportunities outside their current roles.
The General Administration and Public Grievance (GA & PG) Department, in a recent administrative reform, issued a Standing Permission and NOC for all its officers and employees. This means that from now on, employees can apply for jobs or appear in recruitment exams without the hassle of seeking fresh departmental approval each time.
But here's where it gets controversial...
The department acknowledged that the routine process of granting NOCs was inefficient, consuming valuable time and resources. With a large number of employees seeking permission to explore external opportunities, the delay caused inconvenience and frequent visits to departmental offices.

The State Government recognized that employees should have the freedom to pursue better career prospects. By introducing a Standing Permission, they aim to eliminate this bureaucratic hurdle, making the process more efficient and employee-friendly.
However, there's a catch...
The Standing Permission comes with specific conditions. Employees must not neglect their official duties while applying for jobs or appearing in exams. Prior permission is still required for leave and travel, and the department retains the right to refuse relief from service in certain circumstances.
And this is the part most people miss...
The Standing Order now serves as the official NOC for all GA & PG employees. Any pending individual NOC applications will not be processed, and this order supersedes all previous instructions on the matter.
